presumably they get their staff trained to meet NIFC requirements and
they buy a fire truck thats in good shape - then they sign up as a
wildfire resource with NIFC - and when NIFC decides they need to send
them somewhere - they give the la call
actually - mobilization might have been handled by the IAFC in
Washington DC - not sure - or maybe by FEMA
pretty sure that any FD in the USA can offer their services to NIFC or
FEMA - if they meet the requirements - and agree to do 14 days of duty
