At the end of the cold war Sweden had 800+ public road landing strips
that were kept in order both during summer and winter ( open numbers
from försvarsmakten ). Most of these are still in very good condition
so id say there is enough spots to land and take off, especially
nowdays when Sweden will be offensive rather then defensive in case of
war.
C130 with MAFFS can dump 3,000 gallons of water iirc
