not sure that very much would be gained - they already have merged
comm centers - and they have merged response plans - there is not very
much overlap between fed agencies in the field now - maybe they can
save a few salaries in Boise at NIFC
since its not a very good idea - look for lots of support from
trumpler and doge boy
