Lets do a little thought exercise
Fire Dept A saves 90% of their bld fires
Fire Dept B saves 10% of their bld fires
Which FD is better?
If I told you that Fire Dept A had an average response time of 4
minutes, and Fire Dept B had an average response time of 12 minutes -
would that change your opinion about which FD was "better"?
What if we were talking about paramedics instead of fire fighters?
