District 13 did not know what a conflagration was ???? - we used to
listen to scanners back in those days - most of the dispatchers were
fine - they dealt with many major fires on a regular basis - not like
today - dispatchers nowadays have zero experience with dealing with
real major fires - and zero (real) training to deal with real major
fires
