Yes.

Under Obama, the EPA issued regs that made it illegal to remove emission or no key with them for ALL engines. That reg was withdrawn abs they have reissued/withdrawn various forms of it that change the wording but still makes it illegal.

This bill says EPA has no authority to do that for vehicles used in motorsports.

Looks like this might actually be “a thing”. I did find several articles referencing this issue. Not sure how much “teeth” it has tho.
