Article 10.4-5 Amendment Proposal

Colleagues,

I apologize for the last minute and potentially out of order proposal (as I'm not sure committee alternates may make proposals), but one of the state chairs in my region is currently facing an issue and I would like to try to resolve it if I can.

Please see the attached proposal, which removes the requirement for state chairs to provide (i.e. doxx) the addresses of their delegates to the credentials committee and removes the far more egregious requirement for the credentials committee to then in turn provide (i.e. doxx) the addresses to anyone who has ever signed the membership pledge.

With the party already facing concerns from members about its ability to maintain proper controls around membership data, we should do our best to alleviate this requirement to disclose sensitive personal information.

I've been told as of last night there were exactly two members who have
requested the delegate list so far this cycle under bylaw 10.5. I am one
of those two. I have requested and received the delegate list every
convention since 2006.

Delegates represent their state parties and do business for the benefit
of the entire membership. They can and should be lobbied by the
membership of their state party and they can and should be lobbied by
the membership of the entire country about the big decisions they make
each year.

In addition, candidates for LNC office and candidates for the
Libertarian nomination for President of the United States can and should
mail delegates in advance of the national convention to solicit their
support. This is especially important in light of the troubling trend of
some groups (and I am not talking about just one group -- there are
several guilty of this who are at odds with one another) to rearrange
the agenda to prevent proper campaigning on the convention floor by
putting elections on the first day before candidates have an opportunity
mingle with delegates on the convention floor and in hospitality suites
after hours.

Anyone who doesn't want to be contacted should not be a delegate to the
national convention -- full stop.

I have heard rumors that a particular caucus wants to insulate its
membership from any contact with other libertarians to keep the
delegates it presumes to be on its side low information and loyal. I
hope I was misinformed about this! Such a practice would be antithetical
to the reasoned deliberation we expect of our delegates. If some state
parties at the behest of this caucus attempt to withhold contact info
(mailing addresses) hoping to deprive others of the ability to lobby
their delegates, those state leaders 1) can, 2) should, and 3) will see
their entire delegation fail to be credentialed. FAFO.
