One note from trying this is I would like us to either change the report order to reflect this or change the survey order back. Doing the survey out of order is a major PITA when going back and forth in the report.

The original v0 ordering was based on the Rack and Stack. It's pretty much the same now.

Is that to be discarded?

This is why I'm not sure what the ask is here?

The ask is two versions: one for the report and one for a survey companion because the survey asks people to refer to the proposals rather than embedding the proposals.

So either two versions, which creates confusion, or redo the survey correctly to match the Rack and Stack?

Which version is going to be the final report? What this committee decided with the Rack and Stack? Or throw that out in favor of the survey?

I proposed that the report is the order we decided, the survey is the order we decided, and a second version of the report be made to match the survey order and make it easier to fill out the survey.

Also think this would be a good idea  but with caveat that our Chair can
switch items out if need arises. If other than the usual outrage from the
usual suspects, Bylaws Chair can use discretion.

We did... at the last meeting. Mr. Latham proposed a re-ordering for the survey to group like items. I proposed an amendment to use the original order within groupings. My amendments passed. Mr. Latham's proposal as amended passed. It should be in the minutes.

I don't know if this approach would be logistically easier than creating another survey-ordered report by cutting and pasting from the current report, but if the survey software accommodates hyperlinks each separate proposal could have its own webpage and then each survey question could link to that webpage for reference.
