Attached are the drafts of the Bylaws Committee report, including the Minority Report for Proposal 11, and Appendix A, for review.

Have looked over report with table of contents

and without.  IMO the two hotly contested will be

lowering the number of those on LNC (some would

consider even more, over 50) and requiring

membership in National to have a say in National's

business (minority report already presented).
