The website 404s are a known list. There currently are 63 pages that have been crawled, indexed and now result in 404s. We have a pile of pages that have been crawled and not indexed, 2,350 pages - a quick glance shows the majority of them are from files.interlisp.org.
That said, I'm not sure how to interpret the performance reports first line that seems to imply we serve 404s to everyone.

Your 404 page has more views (600) than any real page, with a 98.99% bounce rate. Almost everyone hitting a 404 leaves immediately, which is expected — but the volume is the problem. That's either broken inbound links, bad internal links, or bots/scanners hitting non-existent URLs.
"trafficheap.cc" is suspicious
A "page name" of trafficheap.cc with exactly 228 views = 228 active users (1:1 ratio) is a classic referral-spam or bot signature. Real traffic almost never has perfectly matched views-to-users. This is likely spam bots or a scraper hitting your site, possibly abusing a redirect or query-string exploit that's getting logged as a page title. Worth checking your server logs / GA referral exclusion list for this domain.
Real content performance looks healthy
The Medley Interlisp Project homepage: 475 views, 356 users, 46.33% bounce — reasonable for a homepage.
Install and Run, Software, and Documentation pages have low bounce rates (6–22%) relative to the 404/spam noise, meaning visitors who actually reach real content are engaging with it, not bouncing.
Odd duplicate entry
"The Medley Interlisp Project | The Medley Interlisp Project" (79 views) looks like a title-tag bug — probably a page emitting a doubled <title> on some route or a specific page template not overriding the site-wide title suffix.
Suggested next steps
- Check what's linking to your 404s (Search Console → Links, or check referrers in GA) to find and fix broken URLs.
- Add trafficheap.cc-related traffic to your GA bot-filtering/referral exclusion list, and check access logs for that same window to see if it correlates with scraping/spam activity.
- Track down the duplicated-title page — likely a template issue in your Hugo theme's <title> logic.
