What is the maximum number of pledges without a 20 MB block size?

If bitcoin starts using a 20 megabyte cap for each block, what is the maximum number of pledges that each project will be able to accept?

Is it as simple as 684 pledges x 20 MB = 13.680 pledges?

It won't change because the max TX size isn't currently proposed to be adjusted.

However, once the block size fork is scheduled, I plan to write code and submit a request for a change to OP_CHECKSIG that makes larger transactions safer to accept (the current limit is a resource exhaustion limiter). And if that work is successful then we can allow larger transactions and thus more pledgors.

tl;dr it's complicated, <sigh>
