Issue with phone number validation for Malaysia

Hi,

I am writing to report an issue regarding the validation of certain Malaysian phone numbers.

We noticed that some valid numbers are incorrectly returning false when using the isValidNumber method.

Example:

• Phone Number: +60 1952526663

Could you please investigate why this is happening?

Thank you for taking the time to improve libphonenumber!

We support mobile numbers that start with the prefix 19 and have a length of 9 digits assigned to the Celcom carrier.
But the number you provided is ten digits long. We have created a bug b/499847615 to further investigate this.
