Should administrator do anything after temporary unavailability of a manager?
What will happen with the consistency of the RING, after temporary unavailability of manager?

[Case-1]
If both managers are unavailable, LeoStorage and LeoGateway nodes do not update the RING to keep its consistency.

[Case-2]
If a manager is unavailable, LeoFS can update the RING, and synchronize it in the LeoFS' system eventually. After another manager is restarted, automatically synchronize the RING between the manager nodes.
