ViewRendered3 Now Works With PyQt6

As of the latest changeset in devel, VR3 works with PyQt6.  It has to be at least version 6.23 or higher.  In addition to PyQt6, you need to install PyQt6-WebEngine, which is also available via pip from PyPI.

With this update, the rendering limitations of VR3 with PyQt6 have been removed and rendering should be the same as with PyQt5.
