PR #3842 merged into devel. Leo's headline decluttering should work as before

PR #3842 suppresses two pyflakes complaints in the code that does headline decluttering.

The changes should be harmless. Please let me know if they aren't :-)

as it happens I have made a couple of local changes recently to improve headline decluttering. After I am happy with them shall I submit a pull request?
