not all the key combinations works as shortcuts

At my place Ctrl-Shift-0 (delete comments) cannot be used for hotkey - just happens nothing (while assigned to other key works ok). 

I also discovered some other combinations that cannot be used in the past but for know cannot remember which ones actually.

Did anyone encountered such kind of problems or I should search for the problem at my computer (maybe conflict with some program's global hotkeys)

This is a known issue on Windows. I use Ctrl-Shift-[.
