Freezing 6.6.3 now will help Félix prepare for leoInteg 1.0.8.

I will accept PRs for 6.6.3 from Félix relating to leoserver.py.

I'll assign all other new issues and PRs to Leo 6.6.4.

PR #2704 (in progress) restores full coverage testing for several files. This PR is part of the release process for 6.6.3. This PR should have no impact on either leoInteg or leoJS.
