The TBM imports your bookmarks from your browser, and also creates new ones when you want to store them. It has its own GUI, which opens in a new tab in Leo’s Log pane. The TBM has search and display capabilities, and you can also also use Leo’s own search and tree organization commands."
I have submitted it to the Leo-Contrib repo. Until it gets merged there, you can get it from my fork of the repo, at Tabbed Bookmarks Manager. The user guide is included (and your can rebuild it yourself). Open the file docs/html/Bookmarks_manager_Users_Guide.html in your browser.
