The release date for Leo 6.7.4 is uncertain

Leo 6.7.4 is no longer even close to being code complete.

The to-do list for Leo 6.7.4 now contains four interrelated issues, none of them straightforward.

Rather than attempting quick fixes, I think it best to avoid speculation about when 6.7.4 will finally go out the door.

I am going to use single PR for #3446, #3452, and #3453. This unusual plan:

- Ensures fixes for each issue work for the others.

- Avoids git merge problems.
