New SIG-CLI Approver

Hi SIG CLI friends,

TLDR: We've added [Brian Pursley](https://github.com/brianpursley) as a SIG CLI approver.

You may have encountered Brian on your PR's giving extremely thorough reviews and big picture feedback. He's had a hand in everything from refactoring tests, to auto completion, to JSON patching logic.

Personally, Brian has been great to learn from and throw hard questions at. When I'm not sure how to do something in a cleaner way Brian has always swooped in with a change to marvel at.

Brian has earned the trust of the community and demonstrated leadership and respect for the codebase. He'll now be receiving even more GitHub notifications as an approver.

As Maciej puts it:
