SIG Autoscaling TL Change

Hi team,

I wanted to share that I am stepping down as co-SIG Autoscaling TL. I also wanted to share that Adrian Moisey has graciously accepted to step into the role as co-TL with Jack Francis. Adrian has been a prolific contributor to the SIG for a while now and will no doubt have even more impact on the community moving forward in the new role.

A recent role change has unfortunately taken a lot of time away from this for me (hence my absence from the weekly meetings) and it is long past time to hand over the reigns :)

This change will go through the usual 1-week lazy consensus period with a deadline of next Wednesday, September 24. Please feel free to raise any questions or concerns in Slack, directly to any of the leads or to the Kubernetes Steering committee.

I wanted to thank Guy, Jack and Kuba for all the great collaboration and to the community for all the great work we've done together. And also a huge thank you to Adrian for stepping up!
