Increasing quality bar: WG Proposal for blocking contributions

 Hi SIG Architecture,
  A couple months ago WG Reliability was co-sponsored by SIG Arch. The first thing that we decided to attack was the aspect of increasing the quality bar for Kubernetes project.

  We spend some time discussing that and we seem to be in high-level agreement on how this should look like with our group. So while there are still some minor details there are some discussions, it's already ready for wider discussions.

  The proposal is available here:

  I propose to add that as an item for the upcoming SIG Arch meeting on Thursday Dec 2nd to discuss that and hear your thoughts and/or potential concerns about that.

  It would be great if you could read it before the meeting and have your personal opinions on it before the meeting.

fwiw, I think that doc is ACL'd so that it requires login to view. I can understand requiring login to edit/comment, but it feels like it should be public to view

Sorry - I've just shared with kubernetes-dev now. I think it's unfortunately impossible to open it to the world from Google account.
But I'm going to convert it to a PR later this week, so it will then be clearly available to everyone.

  It's been almost an year now since we proposed the initial version of "increasing the bar" proposal. We got a bunch of useful feedback back then, we re-thought the approach a bit, set up tooling for better visibility and we're now ready to get back to that topic.

 With that - I would like to propose the v2 version of the proposal:

 We believe that an effort like this is needed to ensure sustainability of the projects and to meet the needs of our users who are relying on Kubernetes for their production-level use cases.

  We believe that the revised proposal is addressing most of the initial concerns and we would like to bring it up to discussion for SIG Architecture in the next few weeks. However, we would like to start with gathering feedback from the wider community.

 So please read and share your feedback - it may affect every single of you so it's important to share any concerns if you have any.
