Deprecate "containerized" kubelet

Folks,

Containerized kubelet was originally an initiative driven by sig-clusterlifecycle and has been the source of a lot of issues for both sig-node and sig-storage. The original drivers of the feature have finally dropped the idea and supporting this feature is no longer feasible. The CI tests are flaky as well. So the idea now is to drop this feature entirely in a future release.

What will happen to tools like https://github.com/kubernetes-sigs/kind?

There are also several projects in the community that use a containerized kubelet:

https://github.com/kubernetes-sigs/kind is not using the containerized kubelet mode (even though kubelet is indeed in a container), as far as the kubelet knows the container it runs in is just another machine.
kind is a bit different from projects that might use the containerized kubelet mode in that it is not trying to control the entire host with a kubelet, and may run multiple kubelets.
