Whats the algorithm behind Folder History ?

But what
exactly
do the panels remember? And what do they forget ??
However hard I try, I can find no rhyme nor reason in the folder history list.
Sometimes it suddenly truncates; yet other times it seems to grow repetitively, and without bounds.
Sometimes I can count on Sync Panels to remember where I was; but other times
Sync-or
has forgotten what I had stowed away for
Sync-ee
.
It would help preserve my sanity if someone could explain the algorithm that generates Folder History ...
