check feasibility of business requirements

what is the feasibility of below requirements and from your experience how much time should it take to implement the below features 

1. define applications and services
2. manage service pricing 
3. manage settlement accounts
4. manage Bills 
5. payment gate way via KSA Tahseel that should include (Sadad and credit card)
6. Reports

Main question here, Kill bill cover ad hoc payments (one time payment) without creating an account by sending payment to the receiver directly
