Sounds almost like the agriculture industry. Large need for workers, not enough US citizens to fill the positions. In pour the inevitable to fill the void. 
Obvious solution; pay truckers better. 
In the meantime, this seems like a good step. But when it works, who will drive the trucks? Same people that will pick crops when the illegals are deported.

There are enough US citizens with cdl to do the job they just can't compete with illegal operators and cheap foreign labor.

I'll take your word for it. But didn't we hear recently that there is a shortage of truckers available? Or is that old news. 
Whatever the case, the non-domiciled thing should end for sure. Sounds really shady, along with the whole thing about too many hours between breaks. 
I'd think that exceeding hours is a really great risk, no matter how well or poorly trained.

There was a driver shortage reported by the big carriers. However upon examination thier poor pay scale was largely to blame. Many good drivers went on to greener pastures to be replaced with low cost rookies, rinse repeat. Meanwhile the not so good rookies end up quiting. Rinse repeat. Aka driver shortage.

Don't be daft. There was a time when Unions did some good. My dad had a Jimmy Hoffa signed union card in his wallet when he died. 

Unions wont stop the outlaws from running outlaw.

I bet Hoffa had one of those cards too. 
True that unions won't stop scabs. That would take GOVERNMENT oversight. 
Libertarian hooked on the horns of a dilemma.

The outlaws aren't scabs, not even close. 
There are a set of rules all drivers and companies must follow, some are more for safety than others. Those should be enforced and that does take law enforcement.

Problem has a solution
We, the non-truckers, seem to have a vested interest here. Poorly maintained trucks with less than capable drivers just seems like a tragedy waiting to happen. Don't need to tell you. 
So who would our representatives be most likely to pay attention to? Truckers asking for better oversight? Or a victims advocacy group? Maybe both. 
Good that you (trucker) think that more oversight is a good thing. I (doctor) think that oversight of my industry is a good thing.
