Teacher on iPad wants to annotate on Classroom-submitted PDFs

Students are completing assignments on paper, using phones (or Chromebook cameras) to scan and submit to Classroom as PDF files.

The teacher has access to an iPad and Apple Pencil.

She'd like to open these submitted PDFs on her iPad and annotate on them with the Pencil.

She can annotate on them, but there's no Save. 

Without jumping through too many hoops and too many apps, is there a workable way to do this? Googling didn't help me.

There is a SAVE when you annotate a student PDF in Google Classroom. If you look really really really close you can almost see the save button in the upper right corner under the 43%. You may have to Zoom in.
