Encryption is using sender key not recipient key

I had to just reset my phone and installed and set up K9 with encryption.  When ti try to send an encrypted email, it prompts me for my (sender) password.  I think I have figured out that you can no longer encrypt without signing and I don't like it but can deal with it.  The problem is when the recipient gets the email, they are prompted for MY password not theirs. 

If it matters I am sending between two accounts that I and both systems have full (including private) keys for each other's addresses.
