Disabling file download on JupyterLab

Hi all,

How can I disable file downloads in JupyterLab? I'd like the user were not able to download any file in the files panel of Jupyter.

This is currently not possible, but can be accomplished by adding a configuration option to the application and passing it to the client. Mind opening an issue?
