That's weird. It says there's a unicode error loading a template file, but the template in question should only have ASCII characters in, and the position that it gives there is after the end of the file. You can see the template file here:

Double check in your installation (...\site-packages\notebook\templates\browser-open.html) that the file has been installed correctly. And see if there's any other browser-open.html file on your system that it could be loading by mistake.

Can you check the file in your installation? It sounds like it might be getting modified somehow.
