Do we really want metadata.jupyter.foo ?

Hi all,

Kyle has done a great job of helping to finish up the discussion about
metadata (or tags) for hiding input/output. He has a PR here:

The only thing we are having second thoughts on is the usage of the
jupyter namespace. Are we sure we want to start doing that? Another
option would be to tell folks that we own the top level and that they
need to always use namespaces (that don't collide with us!).

This is the last question before this gets merged, so any input would help.
