Jupyter Core 4.6.2 Release

Hello Jupyter devs and users,

For those of you struggling with recent additions of secure_write causing notebook servers to fail to launch, this release adds the JUPYTER_ALLOW_INSECURE_WRITES environment variable to allow for opting into a mode more like the pre-security fix which skips said check with a warning.
