does ipython modify anything that would change ctypes dll calls

Bascially, I am seeing a situation where a dll call is successful when run through an ipython process (ipython.exe or ipykernel) but fails when run with a python process).  I have no idea why and I am wondering if anyone here is familiar enough with what happens in an ipython process that might explain this difference.
