New release of Jupyterhub CAS Authenticator

I've released a new version of the Jupyterhub CAS Authenticator, v0.1.0.  The documentation for the project can be found in the README source at:


I've added the `CASLocalAuthenticator` in this version that uses Jupyterhub's `LocalAuthenticator` mixin so that you can create local users on the hub host "just-in-time".

CAS (Central Authentication Service) is a pretty pervasive web SSO technology in Higher Ed.  This authenticator should allow you to integrate your hub with a CAS service without having to string together extra components like Jupyerhub Remote User Authenticator + Apache httpd + mod_wstunnel + mod_proxy (the latter certainly works, but configuration and deployment are a bit more complex).

Congrats and thanks for sharing with everyone. I've gone ahead and added it to the [list of community maintained authenticators](https://github.com/jupyterhub/jupyterhub/wiki/Authenticators) in JupyterHub's wiki.
