c.JupyterHub.base_url usage

Hi,

Maybe I'm doing something wrong...  I did jupterhub --generate-config, started jupyterhub, confirmed I can log in via PAM.  I shut down the hub and changed:

c.JupyterHub.base_url = '/jupyter/'

Started the hub and went to http://HOST.TLD:8000/jupyter   and this is what I see:

[W 2017-08-11 20:26:01.047 JupyterHub log:100] 404 GET /jupyter/hub/jupyter (@::ffff:999.999.999.999) 7.15ms

Am I doing something wrong?  or is there a problem with base_url?

[root@hostname tmp]# jupyterhub --version

0.7.2
