Looking at Andrew Nash's website I see there's no details on a translation of this essay.
I don't know if it was translated or not. 
The essay has been translated into Spanish and other languages too.

Rick Walter’s translation of “The Sphinx of the Ice Realm” did include an English translation of some part of his Poe essay, probably the part related to Sphinx…

I am going to say it has not.

 

For his book, it looks like Rick only translated Chapter 4 of the essay, which it the part that covered Poe’s “The Narrative of Arthur Gordon Pym

I translated it to Dutch years ago. Would be happy to compare notes (even if my annotations were mainly corrections of errors on Verne's part, or the original English titles of the stories cited).

The essay presents some interesting challenges for English translation, because most of it is straight-up summary of various Poe stories, and a lot of the time Verne is quoting or paraphrasing Baudelaire's French translation of Poe. The translator has to decide when to back-translate into English (preserving the nuances and changes added by Verne and Baudelaire, but rewriting Poe entirely), when to use the relevant bits of Poe (presenting them accurately but removing Verne's and Baudelaire's voices), and when to attempt a compromise.

Peter Haining's Jules Verne Companion includes a translation which scoots around the problem by cutting the summaries and paraphrases to focus on Verne's more general remarks about Poe and his style. In this form, the essay is only a couple pages long!

For me the choice is clear. When Verne quotes the American writer, Poe's original text must be inserted.
