The OP is not reading the manual cleanly, and passing on
confusion I fear. As BCD looks to only be applicable to
ATC tag 9F36 - in that extract - if it is even relevant or
accurate for the target system here though.
OP seems to need someone to help them, but no #smartquestion yet :-(

I don't see it can have, I suspect something is misaligned badly
or perhaps an incorrect length format and basic setup checking has
not been done to ensure the target specification is being followed
for all fields (since perhaps 52 is a PIN block and is being
obscured with F's to hide it in the trace, even though It is

PAN I am sure!!)

Just to add...
My issue was Resolved, and below is what I did to resolve the issue, however I needed to work with the operations team on the switch side (Tranzware), to really look into the trace to see how the ISO message is appearing on the other end in order to give a clue of what next to do.
You could do a network trace on your machine to see what is leaving to compare to the specification or examples.
Best though (if you can't or are not sure) is to ask the owners of the system that is requesting your request (or response if the roles are reversed) for their view.
