Position Overview

 

With the participation of more than 86,000 healthcare workers and 28 employers, the SEIUUHW West & Joint Employer Fund is positioned to become the premier healthcare training fund on the west coast. The role of Executive Director is to provide strategic leadership to the Fund in order to fulfill its promise and potential, as well as effective management/oversight of personnel, service providers and all resources. The Executive Director position is entrepreneurial and requires being at the forefront of how to train healthcare workers through innovative training resources.

 

Principle Responsibilities

 

• Seeks increased funding opportunities by cultivating relationships with the union, existing and potential employer contributors.

 

• Maintains positive relationships with and represents the Fund to community groups, policy makers, workforce boards at state and local levels, colleges and universities, and current and potential funders.

 

• Assures that the organization has a long-range strategy that achieves its mission, and makes consistent and timely progress towards this vision.

 

 

• Works collaboratively with representatives of the Union and participating employers to assure all plan participants are aware of and have access to Fund programs.

 

 

• Works with employers, labor partners and outside experts to identify challenges and anticipated changes in healthcare that may impact the educational/training requirements of healthcare workers.

 

• Oversees staff who direct programs, including training and career counseling, to help Fund members meet new these requirements.

 

• Reports to and fully informs the Trustees on all matters affecting programs, utilization, expenses, operation and management of the Fund by providing written reports and documents to trustees on a regular basis; attends Trustee meetings, works with chair to prepare all agendas, resolutions and documents needed for Trustee board and committee meetings.

 

 

• Supervises the management team that directs the day-to-day operations of the Fund, including the development of all necessary internal procedures, policies and manuals to assure adherence to the agreement and declaration of trust, the Plan Document, the decisions of the Trustees, and to applicable federal, state, and local law.

 

• Develops, supports, and leads a diverse leadership team responsible for recruiting, hiring, coaching, training, supervising, and conducting performance counseling for Fund staff.

 

 

• Ensures all necessary Fund records are properly maintained as required by law, funding agencies and Trustees. Oversees audit function and interfaces with outside auditors.

 

• Develops and presents to Trustees the Fund’s annual budget. Monitors adherence to budget and institutes financial controls. Provides monthly budget and other financial reports to the Trustees.

 

• Consults with the Fund’s legal counsel regarding compliance with applicable federal, state and local laws and regulations.

 

 

• Oversees staff who select, negotiate, review, and monitor vendors and service-providers; updates contracts with external consultants, providers, and vendors, including colleges, training organizations and other service providers, to insure the Fund is receiving the highest quality of service. Evaluates the effectiveness of programs provided by outside educational and service providers.

 

• With Trustees, establishes specific training and performance goals for the Fund. Evaluates services and programs offered to plan participants to improve quality, content, and access based on performance metrics. Assures equal access to Fund programs to covered employees of all participating employers. Establishes tracking and reporting systems for training and performance goals.

 

• Actively solicits and secures foundation and government grants to support programs consistent with the Fund’s vision; administers grants, oversees program delivery, monitors compliance with grant requirements, monitors grant budgets and ensures timely and proper reporting to funding agencies.

 

Education and Experience

 

• Bachelor’s degree in Business Administration, Healthcare Administration, Education or related field required. Master’s degree preferred.

 

• Minimum of 5 years’ experience (or demonstrated ability) overseeing training program delivery to a diverse population of adults, preferably in the healthcare field. Knowledge of healthcare industry and healthcare careers.

 

• Dynamic, highly motivated, results-oriented individual who generates innovative and progressive ideas, who delivers on commitments.

 

• Experience as a fair manager who holds other accountable, delegates appropriately and provides opportunities for staff to further develop their skills and knowledge. Possesses unquestionable integrity and a candid, honest style which evokes credibility and inspires confidence. Is flexible and adaptable. Embraces change. Is willing to articulate his/her position and concerns; is comfortable challenging the prevailing point of view.

 

• Experience in a union or labor management environment or an understanding of unions and ability to work in a labor/management environment.

 

• Knowledge and experience with public funding including WIA, DOL and other federal, state and local agency grants.

 

• Experience with management of an operating budget and aggressive mitigation of variances to budget. Ability to make sound decisions on best use of resources in support of Fund priorities and strategies.
