Request for Proposals: Social Media Support for Our Public Affairs Work
Project Overview
MoveOn seeks a firm or consultant to help build our Chief Public Affairs Officer’s social media presence and then use that presence to advance the organization’s objectives.
You will support growth of the Chief Public Affairs Officer’s presence on three primary social media platforms: Twitter, Facebook, and Instagram. And you will provide strategic counsel and hands-on operational support to use those platforms to advance our advocacy and electoral objectives and carry our vision of a future in which there is a place of honor and dignity for everyone and in which everyone is set up to thrive.
The ideal candidate will have expertise and capability to partner with MoveOn’s social media team to develop and execute a publishing strategy focused on consistently growing a highly engaged and progressive social media following.
In this role you will be the primary social media consultants for MoveOn’s Chief Public Affairs Officer, whose career has spanned political campaign organizer, activist, political commentator, and lecturer in international and public affairs. You will help amplify her and MoveOn’s perspectives and ideals to the public, educate and motivate people to take action, and grow an engaged audience that is inspired by her leadership and voice.
Some of our social media work can be planned in advance with weeks or even months of prior notice, but much of it is often of a rapid response-nature: something happens in the world, and we seek to respond within the news cycle, while the public is paying attention and content has the best chance to be seen and shared and have impact. You will be expected to collaborate effectively with various members of the MoveOn team, as well as people at other organizations and pages.
In our external campaigning as well as our internal work together as a team, we seek to advance core values of equity and inclusion, including a commitment to identifying and uprooting unjust oppression. We know social identities including race, gender, immigration status, gender identity, religion, sexual orientation, age, ability, and more can show up in organizations and the movement in ways that provide unfair advantages to some while unfairly disadvantaging others. We will expect you to partner with us in supporting equity and opposing oppression as we collaborate together.
Ultimately, our goal is for your work to help advance our vision of a post-Trump America in which white supremacy, patriarchy, and all forms of bigotry and greed are in retreat, corporations and the billionaire class have lost their stranglehold on Washington, and core progressive values such equality, sustainability, justice, and love increasingly guide our society’s choices.

MoveOn Political Action’s 2018 “Resist & Win” election work led to hundreds of thousands of additional votes for Democratic candidates nationwide.
We should note that within this project you will do work for both MoveOn Civic Action and MoveOn Political Action, a 501(c)4 and federal political action committee respectively. Your proposal should name both entities, and you will be responsible for billing each entity appropriately based on the amount of work you do for each.
Chief Public Affairs Officer Background
Your work will support developing and putting to work the social media presence of Karine Jean-Pierre, our Chief Public Affairs Officer. Her professional experience has ranged from presidential campaigns to grassroots activism, to local politics, to working in the White House.
She is a veteran of both Obama for America presidential campaigns and the Obama White House. Jean-Pierre previously served as the deputy campaign manager for Martin O’Malley for President and the campaign manager for ACLU’s Reproductive Freedom Initiative.
She also a Political Analyst on MSNBC and a regular guest on PBS NewsHour, NPR, and other programs.
Project Goals and Deliverables
The social media work you perform will grow our ability to reach a mass, diverse, progressive audience and then put that ability to work.
Deliverables
Advise, curate, generate ideas for, and engage in active publishing in support of our Chief Public Affairs Officer’s social media properties on a daily basis, under her and MoveOn’s social media team’s direction. Do this with dedication to staying on-message, on mission, and being as engaging as possible, while adhering to MoveOn’s commitment to equity on channels including, but not limited to Facebook, Twitter, and Instagram accounts.
Track social media data and metrics in order to regularly provide our team with performance and data-driven reporting and insights on audience growth, engagement, evolving best practices, and emergent opportunities. And propose new approaches we should prioritize based on your analysis of this data.
Facilitate the occasional buying of ads on various social media platforms (as necessary).
Contract Timeline
The contract will likely run from April 1, 2019 through December 31, 2019.
Budget
Competitive proposals will be at or under $3,000 a month, and will state any additional fee/commission that would be charged for any digital advertising conducted as part of this project.
Criteria for Selection
Demonstrated ability to curate and create high-engagement and/or high-reaching social media content reliably at the scale and pace we desire
Portfolio of relevant work
Demonstrated commitment to advancing equity and anti-oppression in the outward-facing work you produce as well as within your firm
Your team’s ability to collaborate closely with our Chief Public Affairs Officer and the MoveOn team
Ability to stay on budget and track projects and billing effectively
Firm’s electronic security and data protection practices
Financial stability of firm
Proposal Process & Timeline
We will accept proposals until 9 a.m. ET Monday, February 18.
We plan to follow up to schedule conversations with a portion of the firms submitting proposals, and aim to have a decision in the following weeks.

Most Favorable Terms:
MoveOn reserves the right to make an award without further discussion of the proposal submitted. Therefore, the proposal should be submitted initially on the most favorable terms that the vendor could propose. There will be no best and final offer procedure. MoveOn does reserve the right to contact a vendor for clarification of its proposal.
The vendor should be prepared to accept this request for proposal for incorporation into a contract resulting from this request for proposal. Contract negotiations may incorporate some or the vendor’s entire proposal. It is understood that the proposal will become a part of the official procurement file on this matter without obligation to MoveOn.
No Obligation to Contract: This request for proposal does not obligate MoveOn to contract for services specified herein.
Rejection of Proposals: MoveOn reserves the right at its sole discretion to reject any and all proposals received without penalty and not to issue a contract as a result of this request for proposal.
