Team Overview
The Elected Leadership team is responsible for inspiring, developing and supporting our members to effectively pursue elected office as a path to help kids and their community. This position reports to the Senior Director of Candidate Development.

Position Summary
The Manager of National Data, Targeting and Field will be a member of LEE’s Elected Leadership team.  The Manager will utilize advanced data management tools and techniques to conduct voter targeting and analysis for issue and electoral campaigns. This person will assist LEE Staff and candidates in developing targeting and data strategies to achieve their goals. Working closely with LEE Managers of Candidate Development (MCD), this position will sometimes be on the ground with campaigns to help implement their field plans. They are responsible for training member candidates and LEE staff in best practices to use specialized data tools and targeting tools.

The Manager will work with internal and external staff to establish best practices and standards for data collection, acquisition and preservation. They will provide data and technological guidance on issue and electoral campaigns as well as administer, support, and train users on voter file systems (Catalist and VAN). The Manager will be responsible for coordinating large-scale voter contact programs utilizing in‐house and vendor‐provided tools. They will generate targeted voter/member lists for paid and volunteer contact programs including mail, canvassing, on-line and phone and will support field and training efforts as needed.

Responsibilities:

  • Manage all data requests across the Elected Leadership department and other departments as requested
  • Perform district research and universe building for candidates to help inform data driven decisions for a variety of electoral races
  • Provide database support and setup for campaigns as needed
  • Train internal LEE staff, candidates, and their campaign staff on utilizing data and voter files
  • Analyze data sets and provide comprehensive interpretation to the Elected Leadership team
  • Provide ongoing targeting and constituent relationship management (CRM) support to candidates using VoteBuilder, NationBuilder, or PDI
  • Provide universe numbers and analysis to field staff and Managers of Candidate Development (MCDs) to help create and implement comprehensive field plans for each of LEE’s candidates.
  • Provide MCDs and candidates support in the form of site visits as requested and working on the ground with top targeted campaigns during GOTV
  • Work with vendors and outside operations to ensure data hygiene and updates happen in a timely manner
  • Develop and deliver data and field training materials for the internal Campaigns as Leadership training and coaching website, Campaign Bootcamp candidates, and campaign staff
  • Play an integral role in GOTV working with LEE Managers of Candidate Development and vendors to continually refine and fine tune targeting
  • Support special requests from the offices of the Vice President of Elected Leadership and Executive Director’s offices
  • Analyze post-election data to provide data driven analysis
  • Work on micro targeting and specific voter demographic projects as requested.
  • Keep updated targeting numbers in Salesforce
  • Serve as point of contact to all voter file vendors internally and for our campaigns as requested

Minimum Qualifications

  • 3 years of related work experience 
  • Effective political analysis skills
  • Extensive experience in political targeting techniques
  • A strong commitment to the educational equity movement
  • Strong interpersonal and communication skills including the ability to communicate technical subjects to non–technical individuals
  • Advanced Excel skills are required as well as experience with database platforms 
  • Familiarity with online electoral tools and datasets such as Nationbuilder, VAN, and PDI and with constituent relationship management tools such as Salsa
  • Understanding of common direct voter contact programs and experience in the use of data and analytics to drive effective decision-making in both issue and electoral organizing
  • Ability to manage several tasks/projects concurrently and prioritize work effectively with competing deadlines
  • Ability to travel up to 25%


Preferred Qualifications

  • Direct candidate campaign experience
  • Past work in a virtual environment
  • Experience training candidates and campaign staff in data and targeting systems and databases
  • Experience writing and executing field plans   
  • Graduation from an accredited four-year college with coursework in political science, government, or a related field or equivalent combination of education and experience
