Job Title: Early Educator Training Program

The
SEIU Education and Support (ESF) seeks to fill a newly created
Early Educator Training Program Managerposition to coordinate the SEIU 1199NE-State of RI Child Care
Training and Support Fund. This position will be responsible for
implementing an array of education and training programs for family
child care providers including a new peer to peer mentoring
initiative and technology support. The Program Manager will
report to the Executive Director or designee and be held accountable to measurable and
mutually-agreed upon training fund standards and goals of the joint
Child Care Training Fund Committee of the State and SEIU
1199NE. This full-time position will require flexible hours
including some evenings and weekends.
The
ideal candidate for the position will have experience in executing
early childhood education and training programs in a small to
mid-sized grant funded non-profit organization, be a self-starter
of a mission driven organization and possess a quick thinking and
flexible style.
The SEIU 1199NE-State of RI Child Care Training and Support Fund
was created through a collective bargaining agreement between SEIU
1199NE and the State of RI. This agreement is funded through tax
payer dollars and requires comprehensive oversight and regulatory
authority over its transactions. The fund is jointly
administered by the State of RI and SEIU 1199NE.
About the National Early Childhood Training
Center
The
National Early Childhood Education Training (NETC), is a program
within SEIU ESF, a 501.c3 SEIU affiliated independent organization.
NETC aims to address the profound professional training and
development, leadership and resource needs of the early childhood
workforce, the vast majority of whom are low-income women of color
through an educator driven approach.
Responsibilities:
-
Implements all aspects of a peer to peer mentoring program
including recruitment, scheduling, and handling logistics;
maintaining working relationships with partners; tracking and
compiling data including attendance reports and program
evaluations; using the organization's database.
- Coordinates
state-approved training opportunities aligned to the state's
quality rating improvement system, BrightStars.
- Recruits
mentors and mentees from current FCC providers who demonstrate
commitment to the competencies and skills outlined in the Early
Childhood Education Workforce Knowledge and Competencies (WKC) and
are actively engaged in BrightStars and in good standing with the
Department of Children, Youth and Families.

Develops reports to the State of Rhode Island, including billing
for payment, portal usage for submitting attendance online,
compliance to CCAP and DCYF licensing policies and adherence to
federal regulatory changes impacting small business practice for
union members.
- Works
collaboratively with partners including the State Department of
Human Services (DHS), Brigthstars navigators and assessors, higher
education institutions, and other vendors and
instructors.
- Provides
training resources to FCC programs.
- Ensure
all professional development and technical assistance is vetted and
approved through the joint State/Union training committee and is
aligned to Rhode Island's Workforce Knowledge and Competencies for
Early Care and Education Professionals and the Rhode Island Early
Learning Development Standards
- Ensures
staff/trainers possess specialized knowledge and skills as
determined by Rhode Island's Workforce Knowledge and Competencies
Framework for Early Care and Education Professionals.
- Serves
as an active liaison to DHS for reporting on system issues, billing
discrepancies and opportunities for improved service-delivery of
key outcomes aligned to the RIBridges' Integrated Eligibility
System.
- Demonstrates
a commitment to advancing providers along the quality continuum to
actively support the Governor's third-grade reading goal and CCDF
State Plan to ensure children receive comprehensive early childhood
instruction during their first four years of life.
Qualifications
required:
- Minimum
2 years experience in an adult education setting, community college
system, or other similar organization – either in an
administrative or instructional role.
- Bachelor's
Degree in Early Childhood Education or related field.
- Computer
proficiency.
- Excellent
interpersonal and written communication skills.
- Must
be flexible, organized, and a self-starter.
- Fluency
in Spanish and English.
- Experience/knowledge
in the Rhode Island Early Learning Standards (RIELDS,) Rhode
Island's Quality Rating and Improvement System and Rhode Island's
Workforce, Knowledge and Competencies.
Qualifications
preferred:
- Experience
working with people of diverse backgrounds including people from
low-income communities, immigrant communities, and communities of
color.
- Experience
with professional development and training systems.
- Experience
as a Child Care provider/educator.
- Systems-thinker:
willingness to coordinate with other community-based partners to
deliver high-quality programming/professional development to family
child care providers.
