Error after install plugin manager

I am facing this error on screen and not able to add custom thread group. 

error: Failed to apply changes: Failed to download plugin library jmeter-plugin-cmn-jmeter

Check jmeter.log file for any suspicious entries. 

Most probably you're behind a corporate proxy, if you make JMeter aware of this proxy - the Plugins Manager will pick up the settings. There is also Plugins Manager Network Configuration documentation page which has some specific config overrides for timeouts or SSL connections in case of MITM certificates.

Following Dmitri T’s advice, I managed to reproduce the issue and traced it back to proxy-related problems—mainly misconfiguration or lack of network connectivity.
