No option for "Apply changes and restart Jmeter"

For me i am not getting option "Apply changes and restart Jmeter" while installing plugins from jmeter plugin manager, please help me out

Be aware that you can just record the file upload request using JMeter's HTTP(S) Test Script Recorder, the only thing you need to do is to copy the file(s) you're going to upload to "bin" folder of your JMeter installation, this way JMeter will be able to intercept the request and properly generate HTTP Request sampler and HTTP Header Manager.
