JGraphT 1.5.3 released

At long last, JGraphT 1.5.3 has finally been released!  A full list of changes can be found here: https://github.com/jgrapht/jgrapht/blob/master/HISTORY.md

This is the last release for Java 11.  Subsequent releases will be based on a later Java LTS version (TBD based on dependencies and required upgrade effort).  Consequently, the next JGraphT release after this will be numbered 1.6.0.
