UNSTABLE pipeline build continues to subsequent stages

When following the pattern mentioned here: https://github.com/jenkinsci/pipeline-plugin/blob/master/TUTORIAL.md#recording-test-results-and-artifacts

it marks the build as unstable (expected, and fine). However, the pipeline continues on to subsequent stages - is that expected? 

(I know how to work around it, or allow it to fail and later collect results, but the fact that this confuses me likely confuses others). 

Am I doing it wrong?
