Multi Builds

Hi

I am a new user to Jenkins. I have created two separate builds, one to start a service and other to run a test.

1. I would like run them at the same time, how do I do that?  Both the projects are freestyle project.
2. Also I want Build B to start after 60 seconds, so if I choose Quiet period and define 60 seconds would it work?
3. Build B should re-run again and again until it is successful, so for that can I use retry and define number of retry counts?

Any help is appreciated.
