Pipeline Won't Abort ---- Windows

Hi, we're deploying our Windows app via Jenkins. We're leaning heavily on pipelines (which have been great so far!). We're using version 1.651.1 (I know it's old, but we're stuck w/ it for now). 

However, we have an issue: While the pipeline was running, one of our engineers aborted one of the underlying jobs during its run (#69). I think he actually deleted it, because #68 is the latest run listed.
When I look at the pipeline logs, it says, "Starting building: SQL DW Jobs #69".... But when I click on the hyperlink I get a 404 Not Found Error.
So I'm thinking this missing #69 run has something to do w/ the pipeline hanging.

Here are the remedies we've tried:

1) Aborting the pipeline several times.

2) Stopping and restarting the Jenkins service. The pipeline still shows up as running.

3) Re-running the original underlying job (slightly modified), hoping it would create another #69 run that the zombie pipeline could "see".... It didn't. It created a #70 run.

4) Executing the following code in the Script Console (using the relevant thread name):

Thread.getAllStackTraces().keySet().each() {
  t -> println(t.getName());
}

Thread.getAllStackTraces().keySet().each() {
  t -> if (t.getName()=="YOUR THREAD NAME" ) {   t.interrupt();  }
}

5) My latest attempt was to simply delete the existing, zombie pipeline. When I tried that I got the following error message (listed at the bottom).

I googled the "process cannot access the file..." portion, but still didn't come up w/ a solution.... and then I came here.

Has anyone successfully dealt with this issue? Or do you have any suggestions? Other than upgrading, I'm all ears at this point.

I think I would start with identifying (with specific windows system tooling/app) what process exactly is blocking that file.

Hi Bryan,

I get the same issue but on linux.

For stop build, I was required to remove build folder and restart jenkins. No any other solution helped. :(

If you found other solution, can you say it?
