How do I use a file parameter in a pipeline project?

Documentation on this seems to be non-existent, so I don't know whether it's broken or I'm just doing things wrong. But the file doesn't seem to be uploading, and certainly isn't being placed in the workspace.
Surely I can't be the only person who needs this functionality?
