Simple theme plugin not working

I'm trying to install this theme using the Simple Theme plugin (v0.4), but when I add and save the URL http://aarjithn.github.io/jenkins-neo-theme/dist/neo-light.css to 'URL of theme CSS' nothing changes. Is there another setting I'm missing?
