Hi.

I just upgraded to Jenkins 1.644 and the queue.xml file is not persisted. This causes me to lose all queue items after a restart (using /safeRestart). I was using v.1637 it this happened too. Even after a fresh install on another machine the problem exists. I already checked log files for any relevant information but I can't find any. I also checked permissions and everything seems to be ok. Is there any configuration I need to make? I don't see anyone complaining about this.

I was able to reproduce this problem using Windows 7 and Windows Server 2012.
